    In the rural areas, most of which were not serviced by electricity, wood, in both its natural state and as charcoal, and kerosene were the most important source of household energy. At the same time, the government encouraged small-scale attempts to exploit solar and wind energy. The French-owned Energy Management Agency used solar energy to power a community health clinic, and in the north of the country, wind-operated pumps raised subsurface water for drinking and irrigation.
